As part of the Parramatta Light Rail project, the proposed depot (Stabling and Maintenance facility) site at 6 Grand Avenue, Camellia, is being remediated to address chemical and asbestos contamination resulting from the land’s historical industrial use.

Where will the Stabling and Maintenance facility be located?

The site is located at 6 Grand Avenue, Camellia, on the corner of Grand Avenue and Colquhoun Street. The land is owned by Transport for NSW.

What is the plan for the site?

The site is the location for the proposed Stabling and Maintenance facility for the Parramatta Light Rail project. The facility, including a control centre, will be used for the operations of the light rail system, maintenance of light rail vehicles, and the storage of light rail vehicles when not in operation. The facility will operate 24 hours a day, seven days a week.

What is the history of the site?

The site has a long industrial history. Previously, it was used for a variety of industrial and chemical manufacturing purposes, dating back to the 1930s. The site has been contaminated by substances including:

  • Chromium from the manufacture and storage of chrome products;
  • Chlorinated hydrocarbons from the manufacture and storage of chlorofluorocarbons (refrigerants)
  • Asbestos from former buildings/landfilling activities.

Who approved these works?

Transport for NSW completed a Review of Environmental Factors (REF) under Part 5 of the Environmental Planning & Assessment Act 1979 for the first portion of the remediation works. The second portion was assessed through the Environmental Impact Statement (EIS) for the Parramatta Light Rail project, which received planning approval from the NSW Minister for Planning in May 2018.

The remediation approach has been reviewed and endorsed by an independent Site Auditor accredited by the NSW Environment Protection Authority (EPA). Transport for NSW has also lodged a Voluntary Management Proposal, for the management of significantly contaminated land, with the EPA. The City of Parramatta Council and EPA are aware of the contamination and Transport for NSW is working in consultation with these agencies.

Are there other similar sites?

Both asbestos and chromium contamination are known to exist on many sites in the Camellia area. Contamination from chlorinated hydrocarbons is also common at old industrial sites.

What is being done to resolve the contamination issues?

Transport for NSW has secured the services of specialist remediation contractors and consultants to perform remediation of the site before the proposed Stabling and Maintenance facility is developed.

The remediation strategy has been endorsed by an independent Site Auditor accredited by the EPA.

What will the remediation involve?

The remediation work will be delivered in two stages. The first portion of the remediation involves installing an underground barrier wall around the perimeter of the site to prevent groundwater from moving in and out of the site. A new groundwater treatment plant will be installed to treat any contaminated groundwater at the site while the barrier wall is being installed and commissioned. The second portion of the remediation involves installing an integrated capping system across the surface of the site.

How will the work be managed?

Remediation of the site will be performed in accordance with regulatory requirements and industry best-practice. Specific safety and environmental controls and monitoring systems will be implemented throughout the remediation activities.

Transport for NSW is working in consultation with the EPA and the City of Parramatta Council, and the project is being overseen by an independent Site Auditor accredited by the EPA.

Can the waste be recycled?

The remediation strategy aims to minimise the amount of waste that is removed from the site. Where it is possible, the contractor will re-use materials on site, subject to safety, geotechnical, environmental and regulatory requirements.

How long will the work take?

The first portion of the remediation work has begun and is expected to be complete by early 2019. The second portion of remediation work is expected to be complete by mid 2020.

Will the community be safe during remediation?

Transport for NSW has engaged highly experienced, specialist remediation contractors to perform the remediation works. The contractors will mitigate safety and environmental impacts through traffic controls, covering stockpiles and trucks, managing dust, and preventing rainwater from affecting the waste.

Specific safety and environmental controls will be detailed within a Construction Environmental Management Plan. The contractor will also use monitoring equipment to ensure that the controls are operating effectively.

What will be the impacts of the work?

The remediation work will have some short term impacts, mostly associated with traffic and noise. Trucks will be required to bring equipment to the site and to transport some materials off the site. Specific traffic management arrangements will be planned and communicated prior to the work.

The work will also involve some noisy equipment such as excavators. Transport for NSW and the contractor will work to minimise the disturbance to the community.
